Otter.ai leads for most readers because transcription is its whole job. It records in more ways, including in-person conversations on a phone, its live transcript is available during the call, and AI Chat makes months of meetings searchable by question. It also connects to tools like Salesforce, HubSpot, Slack and Notion, so it works whatever project tool your team uses.

ClickUp is the better pick if your team already runs its work in ClickUp. Having a meeting end with tasks already created and assigned, in the same place as the project docs, removes the copy and paste step where follow-ups usually get lost. It makes less sense as a reason to adopt ClickUp on its own, since you would be taking on a full project management tool to get a note taker.
