It is not flawless. The credit system takes some learning, the free plan cannot be used commercially, and the consent check for its fastest cloning feature relies on the user's own declaration, a point Consumer Reports has criticised. Those points matter, and we cover them below, but none of them changes the core picture: if voice quality and breadth are what you are buying, ElevenLabs is the safest bet in the market right now.

What is ElevenLabs and who is it for?

ElevenLabs is an AI audio company. In practice it sells three things under one account, and its pricing page lists them side by side. ElevenCreative is the no-code studio where you paste a script, pick a voice and download audio, or dub and edit video. ElevenAPI gives developers REST endpoints and SDKs to put speech, transcription and sound into their own software. ElevenAgents is a platform for building conversational agents that talk to customers by voice and chat.

That breadth makes it relevant to several groups:

  • Video creators and podcasters who need narration, voiceovers or a consistent voice for a channel.
  • Publishers and educators turning articles, courses or books into audio.
  • Localisation teams dubbing existing video into other languages while keeping the speaker's voice.
  • Support and sales teams that want an agent to answer calls, qualify leads or send reminders.
  • Developers and product teams adding speech, transcription or a voice agent to their own software.

If you only need to read the occasional document aloud for yourself, the text to speech built into your phone or computer is free and may be enough. ElevenLabs earns its place when the audio is going in front of an audience or a customer.

Text to speech models

The ElevenLabs model documentation lists a family of speech models rather than a single engine. The newest Eleven v4 and v4 Turbo are listed with support for more than 90 languages; Eleven v3 covers more than 70 and is aimed at expressive delivery, including a conversational version; Multilingual v2 covers 29 languages; and Flash v2.5 is the low latency option for real-time use, with 32 languages. Having several models lets you trade expressiveness against speed and cost, which matters once you move from one-off clips to production volumes. Zapier notes that the expressive models accept bracketed directions in a script, such as a whisper or a laugh, but that results vary and take some prompt work.

Voice cloning and voice design

There are two ways to clone a voice. Instant Voice Cloning needs only a short sample and is ready quickly; Tom's Guide found a three-minute sample produced a clone accurate enough to be unsettling. Professional Voice Cloning, according to the company's guide, needs at least 30 minutes of clean audio and works best with two to three hours, takes several hours to train and produces a closer likeness. The same guide warns that a voice cloned in one language may carry its accent into another. Voice design lets you create a new synthetic voice from a description, which avoids cloning a real person at all.

Dubbing, transcription and audio tools

Beyond speech, the platform includes a Dubbing Studio, a voice changer, a voice isolator that strips background noise, sound effects and music generation, and an audiobook and project studio. Its Scribe v2 speech to text models are listed with support for more than 90 languages, including a real-time version and a medical variant. That makes ElevenLabs a reasonable choice for transcription too, although dedicated meeting note takers do more around the transcript.

ElevenAgents for support and sales

ElevenAgents is the part of the business aimed at companies. ElevenLabs says agents can be configured with a voice, language, knowledge base, prompt and workflow, connected to existing tools, tested in simulations before launch and monitored with analytics and full transcripts. It lists more than 70 languages and channels including phone, web, WhatsApp, SMS and email, and describes use cases from inbound support to lead qualification, abandoned-cart recovery, scheduling and collections. You can bring your own language model. For a sales team, that means one vendor can supply both a natural voice and the agent that uses it, although dedicated AI SDR tools do more prospect research and sequencing out of the box.

How much does ElevenLabs cost?

We do not quote prices in reviews; the current figures are shown on our comparison page. The structure, as the pricing page sets it out, is:

  • A free plan for trying the product. It does not include a commercial licence.
  • Starter, Creator and Pro plans for individuals. The commercial licence and Instant Voice Cloning start at Starter, Professional Voice Cloning at Creator, and Pro adds higher quality audio output through the API.
  • Scale and Business plans with shared workspace seats (three on Scale, ten on Business) and a set number of professional clones, plus a custom Enterprise tier that adds SSO, data processing and service level terms, and business associate agreements for HIPAA customers.

Every plan draws from one shared pool of credits. Text to speech uses roughly one credit per character, while heavier jobs such as dubbing, music or voice changing use far more per minute. Unused credits roll over for up to two months, capped at three times the monthly allowance, but only while you stay subscribed: downgrading or cancelling forfeits them. Billing is monthly or annual, and the pricing page says annual billing costs the equivalent of ten months. The credit model is fair once understood, but it is the most common source of surprise for new users: a long dubbing project can use a month's allowance quickly, so estimate your usage before choosing a tier.

Is ElevenLabs safe to use?

Voice cloning is the feature that raises the most questions, so we looked closely at what ElevenLabs commits to and what independent reviewers found.

Consent rules. The Prohibited Use Policy bars cloning another person's voice without consent or legal right, bans impersonating political candidates or elected officials even with their authorisation, and requires organisations that deploy agents to tell users clearly that they are talking to AI rather than a human.

How consent is checked. For Instant Voice Cloning, the guide says you confirm that you have the right and consent to clone the voice before saving it. For Professional Voice Cloning the bar is higher: ElevenLabs currently only lets you clone your own voice, and you must pass a verification step by recording yourself.

Other safeguards. The safety page describes blocking of celebrity and other high risk voices, a public AI speech classifier that checks whether audio was made with ElevenLabs, support for the C2PA content provenance standard, monitoring with automated classifiers and human reviewers, and bans for serious or repeated violators, with criminal activity referred to law enforcement.

Ownership and training. The terms of service say free users may only use the service for non-commercial purposes and paid users may use it commercially. They also give ElevenLabs a licence to use your content, including your voice, to improve its services, with an opt-out from training in the account's Data use menu; ElevenLabs says it will not commercialise your voice on its own without permission. If your scripts or recordings are confidential, switch training off before you start. The terms also contain an arbitration clause with a 30-day opt-out window. If a project involves another person's voice, a brand or a regulated sector, take advice from a qualified lawyer rather than relying on a summary like this one.

What could be better

  • Credits are hard to predict. Different tools consume credits at very different rates, so budgeting takes a trial month.
  • The free plan is for testing only. Anything you publish for a business, a monetised channel or a client needs a paid plan.
  • Instant cloning consent rests on a declaration. Responsible use depends on the person pressing the button.
  • Breadth brings complexity. Several model generations, a studio, an API and an agents platform under one roof means a learning curve for newcomers.
  • Training is on by default. Opting out is possible, but you have to find the setting.
  • Emotional range has limits. Reviewers note that highly dramatic or nuanced performances can still sound scripted.

Who should choose something else

If you need voiceovers inside a video editor and do not care about the API, an all-in-one video tool with built-in narration may be simpler. If you only want meeting transcripts, a dedicated note taker gives you summaries, search and sharing that ElevenLabs does not focus on. If your goal is outbound prospecting by email and LinkedIn, an AI SDR tool built around lead research and sequences is a closer fit than a voice platform. If your only need is reading text aloud for personal use, your operating system's accessibility voices are free. And if your organisation cannot accept any form of cloned voice, use the stock voice library or voice design instead.

What other reviewers found

  • Zapier named ElevenLabs its pick for an all-in-one voice and sound platform, praising lifelike voices and a large multilingual library, while noting occasional inconsistent output, especially with sound effects.
  • Tom's Guide rated its synthetic voices and clones the most natural it had heard; its reviewer's family could not tell a speech-to-speech clone from the real voice, though the reviewer also saw no real check on the rights declaration.
  • Consumer Reports grouped ElevenLabs with three other services that had no technical way to confirm a speaker's consent for cloning, and judged two rivals with recorded consent steps to be better on this point.

Where they agree: every outlet ranks ElevenLabs' voice quality at or near the top of the market, and they agree its range, from narration and dubbing to agents, is unusually broad for one product.

Where they disagree: on how much the cloning safeguards count. Product-focused reviewers treat the consent checkbox as a footnote; Consumer Reports treats it as a real gap. ElevenLabs' own safety measures, such as voice blocking, a detection classifier and verified professional clones, sit between those views.

What it means for a buyer: if you are cloning your own voice or using stock and designed voices, the safety debate barely affects you. If your organisation will clone other people's voices, put written consent and an approval step in place yourself rather than relying on the checkbox.

Is ElevenLabs worth it?

ElevenLabs combines a deep, well documented range of speech models with real breadth: cloning, dubbing, transcription, sound and agents on one account and one API. Its safety policies are clearer and more developed than most rivals', even if instant cloning still relies on the user's word. Start on the free plan to judge the voices, move to a paid plan before publishing anything commercial, turn off training if your material is sensitive, and clone only voices you have clear permission to use.
