Ó writes U+00D3 (Capital O with Acute), a capital letter from the Unicode Latin-1 Supplement block, encoded since Unicode 1.1. On a page saved as UTF-8 the letter can simply be typed; the entity helps in ASCII-only templates and code samples.
The name dates from HTML 4, so it works in every browser and in old email clients.
