Percent-encode and decode URLs.

Characters are encoded as UTF-8 bytes, so é becomes %C3%A9. When decoding, any % that is not followed by a valid code is left as it is and counted, instead of the whole text failing.

Which style should I use?
Use Component for anything that goes inside a URL, such as a search term or a redirect address in a query parameter. Use Whole URL only to tidy a full address that has spaces or accents but whose structure must stay intact.
Why is a space sometimes %20 and sometimes +?
In the path and in most of a URL a space is %20. HTML forms send their data with spaces as +, and most servers read + as a space in the query string. Decoding in Form style turns + back into spaces.
Why did my link break after encoding it?
Encoding a whole link as a component also encodes the : and / characters, which is right for a link passed inside another link but wrong for a link you want to open. Use the Whole URL style for that.
